Office of Drinking Water Quality

Revolving Loan Fund

What the Rhode Island Department of Health does for the Drinking Water State Revolving Fund (DWSRF)

The Rhode Island Department of Health Office of Drinking Water Quality (HEALTH) is designated as the primacy agency for the Safe Drinking Water Act and in conjunction with the Rhode Island Clean Water Finance Agency administers of the DWSRF.

HEALTH is responsible for establishing assistance priorities; assisting in the development of the Intended Use Plan; establishing project priority lists; determining project eligibility; performing technical project reviews; monitoring construction; and determining and implementing set-aside programs.

Additionally, HEALTH takes great pride in providing (within our capabilities) technical and administrative assistance to water systems applying for a DWSRF loan.

  • Certificates of Approval (as of April 28, 2009)
  • Project Priority Lists 2009 | 2010
These are lists of projects (in priority order) that have been approved to receive money from the Drinking Water Revolving Loan Fund. HEALTH reviews and approves all applications that are submitted for the project priority list. This program allows public water systems to get low-interest loans. This list has been updated to include additional projects that will satisfy the American Recovery and Reinvestment Act (ARRA) requirement that 20% of the funds go to green (environmentally conscious) projects. The shaded rows on the list show these additional projects. (To qualify for ARRA funds, a water system must meet the requirements of that law as well.)
